Gençlerin Siyasal Katılımını Artırmak: Okuryazarlık Temelli Eğitimsel Müdahaleler

Özet

Siyasal katılım vatandaşların siyaseti etkileyen faaliyetleri olarak anlaşılır ve bir ülkedeki demokrasinin kalitesini gösteren temel ölçütlerden biridir. Demokrasiyle yönetilen ülkelerde gençlerin siyasal süreçlere düzenli ve tam katılım göstermesi demokrasinin sürekliliği açısından hayati önemdedir.  21. yüzyılda dünya genelinde gençlerin siyasal katılım oranlarının azalması hükümetler, düşünce kuruluşları, sivil toplum örgütleri, haber ajansları, üniversiteler ve akademisyenler arasında endişeyle karşılanmaktadır. Bununla birlikte bazı araştırmacılar gençlerin düşük seçmen katılım oranlarının siyasi süreçlere olan ilgisizliğini kanıtlamadığını, gençlerin kendileri için anlamlı olan yeni yollarla siyasi süreçlere ilgi duyduğunu ifade ederek konuya daha iyimser yaklaşmaktadır. Bu çalışma siyaset bilimi ve eğitim bilimleri literatüründen yararlanarak; siyasal katılım, siyasi ilgisizlik ve siyasi yabancılaşma kavramlarını irdelemekte, siyasal katılım türleri ve bunların geçirdiği dönüşümleri incelemekte, çeşitli ülkelerde gençlerin siyasal katılım oranlarını ele almakta, gençlerin siyasi katılımının azalmasıyla ilişkili faktörleri tespit etmekte ve gençlerin siyasi katılımını artırabilmek için okullarda uygulanabilecek stratejileri tartışmaktadır. Mevcut çalışma eğitimcileri gençlerin siyasal katılımının karmaşık ve nüanslı doğasını anlamaya teşvik etmekte ve gençleri etkin vatandaşlar olarak topluma kazandırmak için sosyal bilgiler dersinde politik okuryazarlık ve vatandaşlık okuryazarlığı eğitiminin gerekli olduğunu öne sürmektedir.
