Öz

Bu çalışma, 1990-2019 döneminde Türkiye'de Okun Yasası'nın geçerliliğini incelemektedir. Referans dönemde ülkede yaşanan önemli ekonomik, siyasi ve sosyal dönüşümler, büyüme yapısında önemli değişikliklere neden olmuştur. Bu nedenle, Okun katsayısı doğru olmayabilir ve Okun katsayısının tahmini yalnızca niceliksel gelir artışına bağlıysa, bu bağlamda geliştirilen işsizliği azaltma politikaları kapsayıcı olmayabilir. Bu bakış açısından hareketle, çalışmanın temel amacı, ekonomik büyümenin katmanlarını daha geniş bir perspektiften ele alabilen bir kaliteli büyüme endeksi kullanarak Türkiye'de Okun Yasası'nın analizini revize etmektir. Bu bağlamda, Mlachila vd. (2017) tarafından önerilen Kaliteli Büyüme Endeksi Türkiye için hesaplanmış ve Okun katsayısının tahmininde GSYH büyümesinin yerine kullanılmıştır. Ampirik bulgular, kaliteli büyümenin işsizlik üzerindeki olumsuz etkisinin, niceliksel büyümenin olumsuz etkisinden daha büyük olduğunu göstermektedir. Bu bulgunun farklı model özelliklerine karşı da sağlam olduğu tespit edilmeiştir. Ayrıca, ampirik sonuçlarla ilgili politika çıkarımları da tartışılmıştır.
