Cultural Heritage Site Management And Management Plan: The Case of Ishak Pasha Palace

The Ishak Pasha Palace, a prominent monument in Eastern Anatolia, represents a unique synthesis of Ottoman, Seljuk, Iranian, Baroque, and Rococo architectural traditions, enriched by local influences. Strategically located along the historical Silk Road in Doğubayazıt (Ağrı), the complex is organized into three main sections centered around a bîderûn (outer courtyard) and an enderûn (inner courtyard). It comprises diverse functional units, including a mosque, tomb, selamlık (public reception hall), divan (council hall), harem, guard rooms, dungeon, kitchen, and hammam.
The palace sustained significant damage during the Ottoman-Russian wars. Following the relocation of the Old Bayezid settlement to the present-day site, known as the station area, in the twentieth century, the palace was abandoned, and its stones were repurposed as spolia. Restoration efforts, initiated in the twentieth century, have progressed from initial documentation to ongoing comprehensive conservation projects. In 2000, the palace was inscribed on the UNESCO World Heritage Tentative List, recognizing its outstanding universal value.
Despite its significance, Ishak Pasha Palace currently lacks a formal site management plan, leaving both its physical fabric and surrounding archaeological and landscape elements at risk. This study examines the theoretical framework of site management under the UNESCO system, reviews the palace’s historical development and restoration efforts, and analyzes challenges stemming from the absence of a management plan. Key issues identified include structural vulnerability, environmental pressures, visitor management, carrying capacity, sustainable tourism, emergency preparedness, education and awareness programs, and limited local community engagement.
