Bureaucratic Control in the Presidential Government System in Türkiye: Analysis of Presidential Policy Committees in the Context of Alternative Bureaucracy

Politics and bureaucracy are the two fundamental actors that constitute modern state administration. These two actors, expected to work in harmony with each other, have historically engaged in power struggles. The most fundamental factor behind this power struggle is conflicts of interest; however, in addition to this, the role of politics in the decision-making process—that is, policy formulation—and the role of bureaucracy in implementing the decisions taken by politics are not always functional in practice. Politics uses different resources to control the bureaucracy. One of these power resources is called “alternative bureaucracy.” The phenomenon of alternative bureaucracy, which is the subject of this study, has been examined in the context of the Presidential Policy Committees in Turkey. For this purpose, data was collected using literature review and semi-structured interview methods. To verify the claim that the Presidential Policy Committees constitute an alternative bureaucratic structure, semi-structured interviews were conducted with 14 members of the Presidential Policy Committees. The collected data were analyzed using content and discourse analysis within the context of grounded theory obtained from qualitative research designs in line with the objectives of the study. The theme of the study is that the Presidential Policy Boards constitute an alternative bureaucratic structure.
